Regency Kotabaru under emergency law No. 3 of 1953 on the establishment (Official) Autonomous District / District Level Special Region and the Big City in Kalimantan Regional environmental states that the district Kawedanan-Kawedanan Kotabaru include Sea Island, South Seasoning Land, Land North seasoning and Sand. Then the Emergency Law No. 3 In 1953 the legislation and stated that the district Kotabaru reduced by Kawedanan Sand.
